Clubs grouped into the regions their state already works in.
A club council is a group of clubs in the same part of a state. Every county belongs to one council, so a club is in the council that covers its county — nothing to join and nothing to fill in.
Councils give neighboring clubs somewhere to share exam sessions, field day plans, emergency exercises and presenters, and give NARA a way to reach a region rather than one club at a time. Each council has a council representative — a volunteer named on the council’s page, with contact details — who keeps its clubs in touch with each other and carries their concerns to NARA.
We do not draw new lines on the map. For most states we have adopted the boundaries the state already uses and that are recognized by its emergency management or public safety officials: Kentucky’s KYEM areas, Missouri’s Highway Patrol troops, Tennessee’s homeland security districts, Texas’s TDEM regions, Arkansas’s ADEM areas. Whatever a state calls them, we publish them as numbered regions and keep the state’s own name for the area alongside.
Working to the same boundary as the state EMA or DPS means a club’s council matches the emergency manager, served agencies, ARES district and mutual-aid partners it would work with in a real event, and nobody has to learn a second map. Where a state has no such regions of its own, we build a council map with the clubs there and say so on the state’s councils. Pick a state to see its regions.
